What the Single Market Means for an Employer
The single market means goods moving between member states without customs duties or quantitative restrictions, freedom to provide services, and free movement of capital. The practical consequence: a company incorporated in Bulgaria can sell goods and provide services across other member states without setting up a separate local entity in each one. Which activities require prior notification, registration or a licence varies by sector. Verify the framework that applies to yours through the European Commission's "Your Europe — Business" portal and the relevant Bulgarian regulator.
Product Rules and Conformity
Products sold within the EU fall under common technical legislation; many product groups require CE marking and a declaration of conformity. That obligation follows the product category, not the country of manufacture — and once met, it is not re-certified market by market. Confirm which legislation covers your product, and which body performs market surveillance in Bulgaria, through the Държавна агенция за метрологичен и технически надзор (ДАМТН).
Delivering Services Across Borders
Software development, design, engineering and consulting can be delivered to clients in other member states without establishing a physical presence there — a direct consequence of the freedom to provide services. The exception is regulated professions: in architecture, law and certain engineering disciplines, recognition of professional qualifications follows a separate procedure. Check whether the service you intend to deliver counts as regulated in the destination country using the European Commission's regulated professions database.
Bidding for Public Contracts
EU public procurement rules require tenders above a defined threshold to be published union-wide. The effect runs both ways: a company incorporated in Bulgaria can bid for contracts in other member states, and companies from other member states can bid in Bulgaria. Union-wide notices appear on TED (Tenders Electronic Daily), while the Bulgarian side of the process runs on the electronic platform of the Агенция по обществени поръчки.
When a Right Is Not Recognised
If a member state's administration refuses to recognise a right arising from the single market — for example, declining a valid document issued in another member state — the SOLVIT network offers a free administrative route before litigation.
